
The continuation of a key partnership between Wagga Wagga City Council and Wagga Wagga Business Chamber has been secured for another four years, with a Memorandum of Understanding (MOU) in place until June 2029.
At the 10 June Ordinary Council Meeting, Councillors endorsed to re-enter into another MOU with the Business Chamber for the next four years for just under $75,000 annually.
Council’s Manager City Growth and Regional Assets, Ben Creighton, says the MOU will help support the Business Chamber to continue to bring several benefits to the city’s business community.
“Council has been providing funding support to the Business Chamber since 2019, and the updated MOU means we can continue to do so, allowing the continuation of economic development in the area and promoting Wagga Wagga as a regional target for growth and new investment,” Mr Creighton said.
“The Business Chamber is a strong support for local business activity, and works to foster, engage, and advocate for local Wagga Wagga businesses. It’s a great outcome to continue to work together for the next four years.
“They work quite closely with us on several projects, and they act as a strong advocate for businesses, as well as provide Council a lot of advice around what's happening within the business sector at different times.
“The funding will allow the Business Chamber to secure their staff for the next four years, providing stability and continuity in their operations. Ongoing financial support is crucial for the Business Chamber to continue delivering essential services and fostering economic growth within our community.”

Wagga Wagga to Ladysmith rail trail
Council has reaffirmed its support for the Wagga Wagga to Ladysmith Rail Trail and will look at establishing a steering committee to progress the concept and seek grants to fund the detailed planning and construction of the trail.
A further report will be provided regarding the potential establishment of a Steering Committee, including a draft terms of reference.
In addition, Council will carry out a preliminary inhouse review of the extension of the existing Tumbarumba to Rosewood Rail Trail to Humula.

Council resolved to write to the Department of Planning, Housing and Infrastructure (DPHI) requesting a gateway determination.

The proposed dedication of Lot 1 in DP 45491 is for road widening purposes pursuant to section 47F of the Local Government Act and section 10 of the Road Act 1993.

The adjustments to the works identified for Gregadoo Road in the 2019-2034 Wagga Wagga Local Infrastructure Contributions Plan (WWLICP) will allow for a roundabout to be constructed at the Gregadoo Road/Plunkett Road intersection instead of the Gregadoo Road/Plumpton Road intersection.

Sister City Working Group members appointed
Council has appointed three community representatives to the Sister City Working Group for the remaining term of Council unless otherwise removed or dissolved by Council.
Expressions of interest were called to serve on the working group over a three-week period ending 19 April 2025, with five applications received to fill the vacant community representative positions.
CONF-1 APPOINTMENT OF SISTER CITY WORKING GROUP MEMBERS

Council has unveiled a commemorative plaque and new street signs in the Special Activation Precinct, named in honour of those who lost their lives or were injured in the Kapooka Tragedy – Australia’s worst military training accident.
The special ceremony was held on Wednesday 21 May 2025 to coincide with the 80th anniversary of the tragic event, which occurred during a live explosives training exercise at what was then known as the Royal Australian Engineers Training Depot in 1945.
In partnership with representatives from the Australian Defence Force and the 1st Recruit Training Battalion Kapooka (1RTB), Council officially revealed Pomeroy Drive (formerly Merino Road), Cousins Road and Linthorne Road: newly named in honour of three of the 26 Australian Army servicemen – also called sappers – who died that day.
Among those attending the ceremony were family members of the fallen sappers, including representatives of Sergeant Herbert Pomeroy's family.
Also amongst the special guests were representatives of the Australian Defence Force, such as Colonel Roger McMurray, Representing the Head of Corps for the Royal Australian Engineers, and Commandant of 1st Recruit Training Battalion – Kapooka Colonel Gerard Kearns.
Kapooka First Nations Elder and Australian Army veteran Uncle Hewitt Whyman delivered a moving Acknowledgement of Country, acknowledging the cultural, historical and emotional significance of both the land and the lost lives being honoured.
Mayor of the City of Wagga Wagga Councillor Dallas Tout said “Honouring these fallen service members in such a lasting way is a profound privilege for our city.
“This tribute ensures that the names of those who served – and our deep respect for those who lost their lives in the Kapooka Tragedy – will be forever woven into the fabric of our community.”
On 24 May 1945, three days after the explosion, more than 7000 people lined the streets of the city to pay their respects to the fallen soldiers, while 200 returned servicemen formed a solemn guard of honour.
Head of Corps for the Royal Australian Engineers Brigadier Mick Say said the Kapooka tragedy remains to this date the Australian Army’s largest loss of life in training.
“It had a significant impact on the Corps of the Royal Australian Engineers,” Brigadier Say said.
“This tribute to honour the fallen sappers is a fitting way to remember their sacrifice and demonstrates the strong and long-standing connection between the Corps, Army and wider ADF community with the city of Wagga Wagga.”
Commandant of 1st Recruit Training Battalion – Kapooka Colonel Gerard Kearns CSC said the Wagga Wagga and broader Riverina communities have always provided outstanding support to the Australian Army, its soldiers, and its families.
“Today’s tribute in honour of those killed in the Kapooka tragedy demonstrates the strong connection in this community with serving personnel and their families,” Colonel Kearns said.
Merino Road has now become Pomeroy Drive in honour of Sergeant Herbert Pomeroy, one of two instructors who died in the disaster.
The two newly constructed roads have been named Cousins Road and Linthorne Road, commemorating Corporal William Cousins and Sergeant Ronald Linthorne, both of whom also lost their lives in the blast.
The renaming process was guided by Council’s adoption in 2023 of a special street naming protocol for the precinct, which included a provision to honour the sappers involved in the tragedy via the names chosen.
Council is proud to play its part in ensuring the memory and sacrifice of these lost servicemen will live on in the renamed streets of the Special Activation Precinct: a part of the city that will serve growth, manufacturing, logistics and industry in the Riverina for generations to come.

Riverina Men’s Health Centre discussed.
Council received a report in response to NOM-1 Riverina Men’s Health Centre adopted at the 11 November 2024 Ordinary Council Meeting. Council received a petition on 23 April 2025 containing 939 signatures requesting that a Men’s Wellness Centre in Wagga Wagga be established.
Council noted the report and consultation findings from key stakeholders and commended the Wagga Women’s Health Centre for their leadership in co-facilitating the Wagga Wagga & Surrounds Men’s Leadership Forum in July 2024.
Staff will now make contact with the Men’s Consultative Group to provide them with the report’s findings and initiate an Expression of Interest (EOI) process, in partnership with the Men’s Consultative Group, to establish a community-led Working Group to develop the Riverina Men’s Health Centre.

Report received on protecting prime agricultural land.
Council received and noted a report from staff that was prepared in response to the Notice of Motion submitted by Councillor Foley seeking avenues to protect prime agricultural land.
Council directed the General Manager to identify a pathway to seek better protection of prime agricultural land via an alteration to the Local Environmental Plan and Development Control Plan. Council also directed the General Manager to bring a further report to Council which recommends the preferred pathway and seeking authorisation to action the preferred pathway, which may include processes to better inform the community of State and regional development proposals at time of consultation.

Airport fees and charges to change, go on public exhibition.
Council proposed reverting to the landing fees from 2018/2019 and will look to increasing the General Aviation charges and airport carparking charges by 3%. These proposed changes will be included in the public exhibition process for item RP-4 in this meeting.
Council noted that there were nine (9) public submissions received during the exhibition period for the 2025/26 Airport fees and charges.

Council endorsed placing the following Integrated Planning and Reporting (IP&R) documents on public exhibition for 28 days commencing 13 May 2025 and concluding on 10 June 2025:
Council will receive a further report after the public exhibition period addressing any submissions made in respect of the draft documents and proposing adoption of the IP&R suite of documents.
The Integrated Planning and Reporting (IP&R) framework helps Council discuss funding priorities and service levels with our community, including how these shape our local identity and how we can work together to create a more sustainable future.

RP-4INTEGRATED PLANNING AND REPORTING (IP&R) - DRAFT DOCUMENTS FOR EXHIBITION

The Wagga Wagga 2050 - Community Strategic Plan (CSP)has been officially adopted, with Council approving the document at its Ordinary Meeting on Monday 28 April.
The CSP is the highest-level plan that Council will prepare. It identifies the community’s main priorities and aspirations for the future and was developed through strong collaboration and engagement with the community.
Feedback gathered from residents and visitors was incorporated into the draft plan which was placed on public exhibition from 12 February to 28 March 2025, after which it was presented to Council for adoption.
Council’s Executive Manager Regional Activation – Projects, Christine Priest, said that over 2,500 submissions were received as part of the 12-month long community engagement conducted.
“Across 2023 and 2024, Council delivered a series of public consultation opportunities in order to inform our local community of the development of the CSP and ask for your ideas,” Ms Priest said.
“During the consultation for the development of the plan and the public exhibition of the draft document, Council visited locations across the Wagga Wagga local government area to hold face-to-face sessions, group presentations and individual meetings, and people also had the opportunity to provide feedback online.
“Council would like to thank everyone who provided feedback on the CSP. We reviewed all the submissions and, where possible, incorporated the feedback into the final document.”
Based on the community’s vision for our future there are four key focus areas; Vibrant, Growing, Sustainable, and Regional Leadership, which will direct Council’s plans moving towards 2050.
The Community Strategic Plan informs all of Council’s other planning documents as they aim to deliver on the strategies identified in the CSP.
For example, the Delivery Program (Council’s ‘to-do’ list over the next four years) and Operational Plan (action to be taken over the next 12 months), both of which Council is currently working on, are informed by the CSP.
These draft plans are currently being developed by Council and will be on public exhibition in May and June this year.
Council has also made a commitment to develop village specific plans over the coming 12 months based on community feedback.
These plans will incorporate the feedback received from villages and set out the future directions and plans specific to these locations.

A collaboration between Business NSW, Wagga Wagga Business Chamber, and Wagga Wagga City Council, has put the 24-hour economy and activation of the CBD on the agenda, ahead of a visit by the 24-hour Economy Commissioner Michael Rodrigues to the city.
The Commissioner’s visit, hosted by Business NSW, will include a roundtable on 16 May regarding the 24-Hour Economy Office’s remit for expansion to regional NSW.
In preparation for the roundtable discussion, consultation with local CBD businesses will take place, gathering their thoughts on what they believe are the opportunities and challenges for activation in the Wagga Wagga CBD.
This will include consultation sessions and an online survey, coordinated by the Wagga Wagga Business Chamber.
Business NSW Regional Director Serena Hardwick has recently been appointed to the 24-hour Economy Advisory Council as a representative for regional NSW.
“This is a chance to explore the economic opportunities throughout a full 24-hour cycle, not just at night and really consider who the users of our city are and how we are catering for them,” Ms Hardwick said.
“We believe that fostering the activation of our CBD and supporting our retail, creative and hospitality sectors is not only critical in increasing the liveability of the city, but also will assist in workforce attraction and retention.”
Activation of the CBD has long been on the Wagga Wagga Business Chamber’s agenda.
“The Central Activity District (CAD) Committee is a consultation group for the Wagga Wagga Business Chamber, designed to support the activation of the Central Activity District,” Chamber Business Manager Sally Manning said.
“Some of the initiatives the group co-ordinates are shop local incentives, extended shopping hours to attract more visitors to the main street and committee members provide valuable insights into current opportunities and challenges of local business.”
In the week prior to the Commissioner’s visit, Council officers will be visiting businesses in the Wagga Wagga CBD to get their thoughts, ideas and feedback from Monday 12 May to Thursday 15 May.
Wagga Wagga City Council Director Business, Economy and Workforce Fiona Piltz says Council is keen to hear from businesses directly.
“Recognising the current economic pressure businesses are under, our role is to ensure that businesses voices are heard, looking at not only the current challenges, but the opportunities to increase the vibrancy in our CBD.” Ms Piltz said.

Council received and noted the feedback provided by residents on the draft Community Strategic Plan – Wagga Wagga 2050 during its public exhibition. Council then adopted the updated plan.
Council also agreed to develop Village Plans in 2026 based on community feedback.
The Community Strategic Plan – Wagga Wagga 2050 is the highest-level plan that Council will prepare and informs all other planning documents at Council.
Over 2,500 submissions were received during the 12-month long community engagement conducted as part of the process to inform the development of the plan.
During the public exhibition period, Council visited locations across the local government area and promoted engagement opportunities to ensure a successful public exhibition of the draft plan. Feedback received during this period was reviewed and, where possible, has been incorporated into the final document.

Honour Roll and Eternal Flame Memorial funding accepted
Council authorised the General Manager or their delegate to negotiate to enter into a funding agreement with the Office of Veterans’ Affairs for $147,425 of grant funding for the remediation of the Wagga Wagga Honour Roll and Eternal Flame Memorial.
Wagga Wagga City Council was successful in securing grant funding through the Federal Government Office of Veterans Affairs with the Saluting Their Service Commemorative Grants Program 2024-25, in order to complete remediation of the Wagga Wagga Honour Roll and Eternal Flame Memorial at the Victory Memorial Gardens.
The remediation project will commence as soon as possible to allow completion by Remembrance Day, being 11 November 2025.

Regional drought resistance plan adopted
Council adopted the Regional Drought Resilience Plan in its final form, subject to addressing the naming conventions within the report.
Council also noted the completion of the public exhibition and consultation period for the draft plan.
Once adopted by both Wagga Wagga City Council (WWCC) and Lockhart Shire Council, the plan will be submitted to the Minister for Regional NSW, and the Federal Minister for Agriculture, Fisheries and Forestry for endorsement and public release.
The Regional Drought Resilience Planning Program is being delivered as part of the Future Ready Regions Strategy. The program is designed to enable consortia of local governments and their communities to better prepare for, respond to and recover from drought.

The fee waiver for $895 was endorsed by Council.

The purchase of the land is to recover the loss of land due to the acquisition, and to secure Wagga Wagga’s waste management future.

The contract requires delivery of a new Plant Shed at Gregadoo Waste Management Centre that will include covered parking area, enclosed workshop, washdown bay, refuelling facilities, toilet facilities, shower, lunchroom, and staff offices.

Lake Albert foreshore works tender awarded
Council accepted the tender of Rare Environmental Pty Ltd (ABN: 41 617 855 017) for the Lake Albert Water Sports and Events Precinct Foreshore Remediation Design & Construction for the lump sum price of $1,126,032.43 excluding GST.
Wagga Wagga City Council intend to stabilise the Lake Albert Foreshore to prevent erosion and improve water quality within the lake. This contract aims to continue work that has been started in previous years.
The Scope of Works under this contract aims to complete a total of 2,784 metres of embankment stabilisation and stormwater outlet rehabilitation, with a mix of rock and sand stabilisation bags and replacement of stormwater pipe and headwalls.

Wagga Wagga City Council and Homes NSW have reached a significant milestone in the Tolland Renewal Project, with the signing of the section 29 agreement and the Planning Agreement for the project.
The section 29 agreement was approved at the 16 December 2024 Ordinary Council Meeting, and allows Homes NSW to acquire some parcels of Council-owned land that are essential for the progression of the Tolland Renewal Project.
The Tolland Planning Agreement was approved at the 10 February 2025 Ordinary Council Meeting and enables the delivery of community spaces and infrastructure within Tolland to be undertaken.
Director Regional Activation John Sidgwick said the approval of both agreements is a significant step forward for the Tolland Renewal Project.
“The signing of the section 29 agreement and the Tolland Planning Agreement allows Homes NSW to progress with certain elements of the masterplan, Mr Sidgwick said.
“This includes the upgrade of the existing mobile library facilities, toilet block and stage area (to be a plug and play stage) in Chambers Park, upgrade of community facilities such as playgrounds, picnic tables and BBQs at local parks and improved pedestrian and bike access both within Tolland and connecting places like shopping centres and Jubilee Park.
“This kind of infrastructure is important for the final design of the suburb as it enhances liveability, increases connectivity for residents, and encourages active lifestyles.”
Once the land is developed by Homes NSW as part of the Tolland Renewal Project, it will be handed back to Council as a community asset.
The signing of the two agreements follows the adoption of the Tolland Concept Masterplan in May 2024 and the gazettal of the State-Assessed Planning Proposal which rezoned land within the Tolland Renewal Area in November 2024.
Council, Homes NSW, and the Argyle Consortium will continue to work together to deliver the Tolland Renewal Project through a staged approach which will see increased social, affordable, seniors, and private housing.

Gas appliances in home Motion
Council endorsed writing to relevant health authorities, Standards Australia and the Australian Building Codes Board seeking formal advice on whether certified gas appliances installed in accordance with Australian standards represent any credible health risk under Australian conditions.
All responses received to these letters are to be included in the report due back to Council in relation to the petition regarding reticulated gas in new subdivisions.

In principle support for Disc Golf proposal
Council agreed to provide in principle support for the establishment of a community accessible disc golf course in Wagga Wagga.
The proposed location for the course is Rawlings Park Reserve, south of Angel Street. The space currently has no formal use.
Disc golf is similar to golf, where players complete each hole by throwing a disc into a basket in as few throws as possible.

Council has resolved to defer the acceptance of the grant until the next Council Meeting to ensure the works proposed are consistent with the long-term conservation of the memorial.
RP-3 ACCEPTANCE OF FUNDING - SALUTING THEIR SERVICE COMMEMORATIVE GRANTS PROGRAM
Variation to funding agreement for Harris Park amenities project
Council endorsed authorising the General Manager or their delegate to enter into a funding agreement with NSW Office of Sport and Wagga Rugby League for $955,000 in grant funding for the reconstruction of the Harris Park amenities.
Council also authorised entering into a contract with Wagga Rugby League for Stage 1 of the Harris Park Amenities upgrade in the lump sum amount of $1,273,790, funded through the $955,000 from the NSW Government, $30,000 from Wagga Rugby League, and $318,790 from Council’s Community Amenities General Purpose Revenue fund.
It is proposed construction of the amenities will start later this year and be completed in the first half of 2026.

Council endorsed authorising the General Manager or their delegate to request the transfer of the whole of the road between the Sturt Highway and Gumly Road from the Department of Crown Lands to Council.
The Crown Road is currently undeveloped with the exception of an informal access track extending from the Sturt Highway through to Gumly Road.

Proposed licence of land from Essential Energy
Council endorsed authorising the General Manager or their delegate to negotiate entry into an agreement with Essential Energy over land located at 565B Kooringal Road, Wagga Wagga (being Part Lot 1 DP 1088209).
This agreement would formalise the current arrangement where Council has built a gravel access driveway across the Essential Energy land to provide access to both 565 & 565A Kooringal Road, Wagga Wagga (being Kooringal Casual Child Care Centre and O’Halloran Hall respectively).
RP-6 PROPOSED LICENCE OF LAND FROM ESSENTIAL ENERGY – PART LOT 1 DPT 1088209
ATP Stage 3 Exhibition Centre North Link construction
Council endorsed accepting the tender of Ladex Construction Group Pty Ltd for the Active Travel Plan Stage 3 Exhibition Centre North Link Construction for the lump sum price of $881,582.74 excluding GST.
This link will provide a 728-metre-long path inclusive of a pedestrian bridge over Marshalls Creek on Kooringal Road.
Council has previously considered the establishment of a pedestrian link between the Exhibition Centre and Hammond Avenue due to the safety issue of pedestrians who are currently using the vehicle travel lanes on Kooringal Road over the Marshalls Creek bridge.
CONF-1 RFT CT2025062 ACTIVE TRAVEL PLAN STAGE 3 EXHIBITION CENTRE NORTH LINK CONSTRUCTION
Extension to sublease and sublicense agreements at the Airport
Council agreed to delegate authority to the General Manager or their delegate to negotiate entry into sublease and sublicence agreements at the Wagga Wagga Airport.
Council currently has 34 subleases and sublicences agreements within the Wagga Wagga Airport which have either expired or are due to expire on 29 June 2025 (being the day before the expiration date of the original headlease).
CONF-2 EXTENSION TO SUBLEASE / SUBLICENCE AGREEMENTS AT WAGGA WAGGA AIRPORT

Council has recently endorsed a planning proposal that will see the rezoning and future development of approximately 2,900 dwellings to the south of Wagga Wagga.
The Southern Growth Area (SGA) precinct was first identified in 2021 following the lodgement of a planning proposal known as Sunnyside.
Council, the State Government, and developers have worked together since 2022 to enable the precinct vision to be achieved and implemented, now resulting in the formal consideration of a planning proposal.
The planning proposal for SGA Zone 1 will rezone the land to deliver a range of residential, commercial, open space and infrastructure uses.
The proposal will also pursue changes to the minimum lot size, the inclusion of density provisions, and localised controls to guide the future development of the precinct.
At its Ordinary Meeting on 24 March 2025, Council resolved to forward the planning proposal to the Department of Planning, Housing & Infrastructure (DPHI), requesting a gateway determination.
A gateway determination will specify whether the planning proposal should proceed and what consultation with authorities, government agencies and the community is required.
Council’s Director of Regional Activation, John Sidgwick said that Council’s endorsement of this proposal is the first step of the planning proposal process.
“Council’s endorsement of the proposal represents a significant milestone in securing future zoned land for new homes for our current and future community,” Mr Sidgwick said.
“Council has collaborated with the proponent and State Government agencies to bring this proposal forward and will continue to develop and implement the proposal following the outcome of the assessment by the Department of Planning, Housing and Infrastructure”
While Council awaits the outcome of the gateway determination from the State Government, further work will be undertaken to establish a contributions plan for the precinct and formulate a development control plan (DCP) to guide future developments within the precinct.
It is expected that public exhibition of the proposal will occur later this year, after which Council will consider a further report that will respond to submissions and decide if the proposal should proceed to be formally rezoned.

Potential mobile food vendors are being encouraged to apply for a two-year permit to operate a food service on Council owned roads and other public places within the Wagga Wagga Local Government Area (LGA).
Expressions of Interest (EOI) opened on Monday 31 March 2024 for the 20 permits available under Council’s Mobile Food Vendors Trading in Public Place Policy (POL 062).
Economic Development Officer Sue Hanrahan said Council is seeking applications from qualified and suitable mobile food vendors from within the LGA, who meet the selection criteria outlined in the Policy.
“I’m confident we will see many of our existing operators applying to renew their permits for another 24 months,” Ms Hanrahan said.
“We are also keen to see some new faces throw their hats into the ring and bring even more diversity to the range of mobile food and beverage outlets currently on offer.
“It also provides an opportunity for those thinking about opening a bricks and mortar operation to test the market with their business concept.”
The Mobile Food Vendor initiative was introduced in December 2019 after a five-month trial.
In November 2022, in response to the increasing demand for mobile food, the cap on the maximum number of permits was increased from 15 to 20, and the duration of the permits extended from 12 months to 24 months.
The permits allow vendors to operate on Council owned and managed land, such as roads and other public places between 6am to 10pm, provided they remain 200 metres from a bricks and mortar food and beverage premises.
“This initiative has been a great addition to our city, with the mobile food vendors out and about in our suburbs and villages, and at community events and popular parks and public spaces,” Ms Hanrahan.
“They have played an important role in encourage the use of parks and reserves and other public spaces by making them more attractive and vibrant destinations for visitors and residents alike.”

Livestock Processing Industry (Oura Abattoir Development Application)
Council agreed to defer the consideration of development application (DA23/0598), a Livestock Processing Facility (Abattoir) at 2056 Oura Road for cattle, sheep, and pigs with a proposed processing capacity of 1,903 tonnes of live weight per year.
Consideration of the development application will be pending a review of procedural issues and rectifying the process should any concerns be identified.

Council agreed to transfer a current fee waiver from Wagga Women’s Health Centre to the newly formed UNISONg Community Choir Incorporated, who have recently become their own standalone not-for-profit incorporated association.
The fee waiver is for the use of the Duke of Kent Community Hall for the UNISONg Wagga Women’s Choir rehearsals and is approved until 30 June 2025.

Council approved a report to reset the One-Off Capital Works program for the remainder of the 2024/25 financial year and the following four years.

Bomen industrial sewage treatment facility
Council agreedto allocate funds to the Bomen Industrial Sewage Treatment Facility (BISTF) – Rectification Works project. These works will include repairs of concrete walls in the processing stream of the Bomen Industrial Sewage Treatment Facility (BISTF) as well as other repairs required at the Narrung St Sewage Treatment Plant and Kooringal Sewage Treatment Plant.
The funds will total $616,235 (ex GST) and will be taken from the funds held in trust from the Bank Guarantee DG765743418.
RP-4 BOMEN INDUSTRIAL SEWAGE TREATMENT FACILITY
Wagga Recreation Facility – Membership Packages
Council approved and adoptedthe recreation facility membership fees and charges that allow for combined recreation facility memberships, including membership options for Oasis Aquatic Centre, Workout Wagga Gym, and the Jim Elphick Tennis Centre.
The adopted fees and charges were placed on public exhibition from 22 January to 25 February 2025, during which a total of 28 submissions were received.
The new membership options will allow community members to tailor a multi-fitness membership to suit their needs, and will also evolve upgraded and existing facilities into a business that offers diverse fitness options.
The fees are in place for the remainder of this 2024/25 financial year, and for the 2025/26 financial year.

2025/26 Airport fees and charges
Council agreedto place the proposed airport fees and charges for the 2025/26 financial year on public exhibition for a period of 28 days from 12 March 2025 to 8 April 2025 and invite public submissions during this period.
The Airport Fees and Charges are presented to the community earlier than other Council fees and charges due to the three-month notification notice period required from airlines.
Council will receive a further report following the exhibition and submission period addressing any submissions made and proposing adoption of the 2025/26 Airport Fees and Charges, unless there are any recommended amendments.

Kurrajong Waratah receives Council's yellow kerbside service for processing recycling materials and this agreement allows Council and Kurrajong Waratah to split the income generated from the CDS scheme.

Notice of Motion – Addressing illegal & dangerous motorcycle activity.
Councillor Foley submitted a notice of motion seeking to combat illegal motorcycle activity in Wagga Wagga.
Council acknowledged the growing community concern regarding the unlawful operation of unregistered motorcycles and resolved to receive a further report that will outline what Council can do through enforcement, physical deterrents, legislative measures and funding opportunities.
Council will receive the report within six months.

Wagga Wagga Destination Management Plan 2025-2034
Council received and noted the submissions received during the public exhibition of the draft Wagga Wagga Destination Management Plan 2025-2034 and also adopted the plan.
The Plan is a 10-year strategic framework to foster the growth of a robust visitor economy in the Wagga Wagga Local Government Area that also has flow on benefits to the surrounding region.
After the first round of extensive consultation the draft Plan was placed on public exhibition for 79 days with 184 submissions received.
RP-4 WAGGA WAGGA DESTINATION MANAGEMENT PLAN 2025-2034
Energy upgrades at Oasis Aquatic Centre
Wagga Wagga City Council has been successful in securing $2.5 million in funding through the Community Energy Upgrades Fund from the Australian Government Department of Industry, Science and Resources.
Council approved to enter into a funding agreement with the Australian Government for the development and construction of the Oasis Regional Aquatic Centre Energy Efficiency Upgrades.
The Community Energy Upgrade project has been in planning for many years and was initially identified during the development of Council’s Corporate Net Zero plan.
This plan will see the replacement of pool and air heating systems with electric heat pumps as well as upgrades to the facilities building management systems and electronic control valves.
RP-5 COMMUNITY ENERGY UPGRADES FUND (CEUF) – OASIS REGIONAL AQUATIC CENTRE
Expression of interests for café and canteen sites
Council endorsed to undertake an Expression of Interest campaign in relation to the canteen at the Livestock Marketing Centre and the café at the Wagga Wagga Airport.
Council will receive a further report from Council staff at the completion of the expression of interest campaigns detailing: the applicants and assessment against selection criteria, and a recommendation as to a preferred applicant (if any).

Additional request for Marshalls Creek Bridge upgrade
Council approved to negotiate with Transport for NSW to enter into a license agreement in relation to 82 Hammond Avenue, East Wagga Wagga, for the use of land associated with the upgrade of Marshall’s Creek Bridge.
Transport for NSW have advised that they require access to this Lot to support the temporary relocation of the cycling and pedestrian path for the duration of the Marshall’s Creek Bridge Replacement project.

Council approved entering into a Deed with NSW Electricity Networks Operations Pty Ltd (Transgrid) in relation to the upgrade of Mates Gully Road, Tarcutta, to facilitate delivery of the HumeLink Project.
Transgrid will provide Council with $3,784,000 to upgrade and maintain 6,160m of Mates Gully Road between Coreinbob Road and the HumeLink Joint Venture camp.

Inland Rail Notice of Motion
Council endorsed writing to the Hon. Catherina King MP, Minister for Infrastructure, Transport, Regional Development and Local Government, requesting that she instruct the Australian Rail Track Corporation and the NSW Government to undertake a number of actions to reduce the potential negative impact of the Inland Rail project on the city.
It also endorsed writing to all candidates for the seat of Riverina in the upcoming Federal election seeking their commitment to getting a better outcome for Wagga Wagga with regards to the project.
NOM-1 NOTICE OF MOTION - INLAND RAIL
Gregadoo Road corridor strategy
Council adopted a strategy that sets out what future road upgrades need to occur along the Gregadoo Road corridor to meet traffic demands as the City of Wagga Wagga grows.
Council endorsed the report’s recommendations that in any future upgrade of the road and/or intersections, that the section of Gregadoo Road between Plumpton Road and Main Street be constructed to urban standards, and the section between Main Street and Mitchell Road be constructed to rural standards.
It also endorsed the adjustments to the works identified for Gregadoo Road in the 2019-2034 Wagga Wagga Local Infrastructure Contributions Plan (WWLICP), to allow for a roundabout to be constructed at the Gregadoo Road/Plunkett Road intersection instead of the Gregadoo Road/Plumpton Road intersection.
The proposed amendment to items in the WWLICP will be placed on public exhibition on public exhibition for a period of 28 days and invite public submissions.
Council will receive a further report following the exhibition and submission period addressing any submission made in respect of the draft document.

Financial performance report as at 31 January 2025
Council approved the Financial Performance Report as at 31 January 2025, approving the budget variations and noting the balanced budget position.
The budget variations include:
- $21,000 from the Cemetery Reserve for sealing a new access road at the Monumental Cemetery on Kooringal Road.
- $136,000 from the Livestock Management Centre (LMC) Reserve for the Cattle Delivery Yards rehabilitation works.
- $50,000 for the Wagga Wagga Early Warning System Model Development project ($33,000 from the Department of Climate Change, Energy, The Environment and Water and $17,000 from the Stormwater Levy Reserve).
- $25,000 from the Solid Waste Reserve for the Gregadoo Waste Management Centre (GWMC) New Waste Strategy Development and Implementation.
- $14,000 from Community Centre Hire Income for a kitchen upgrade at the Senior Citizens’ Centre in Tarcutta Street.
- $90,000 for construction of a street sweeper station at Council’s Alan Turner Depot ($45,000 from the Civil Infrastructure Reserve and $45,000 from the Solid Waste Reserve).

Regional Drought Resilience plan to go on public exhibition
Council approved placing the Regional Drought Resilience Plan and associated documents on public exhibition for a period of 28 days from 26 February to 26 March 2025 and invites submissions until 21 March 2025.
Wagga Wagga City Council, in partnership with Lockhart Shire Council, is creating the plan which is part of the NSW Government’s Regional Drought Resilience Planning Program.
The development of the 82-page Drought Resilience Plan, along with a more detailed 100-page technical document, was based on research along with stakeholder and community consultation.
In August 2024, four public drop-in sessions were held across the two Local Government Areas (LGAs), followed by a four-week online community survey in September/October 2024 which received 79 submissions.
The Regional Drought Resilience Plan will now be placed on public exhibition to seek community and stakeholder feedback. This process will provide local stakeholders with another opportunity to contribute to the plan before its final adoption.
Following the public exhibition period, Council will receive a further report addressing any submission made in respect of the plan.
RP-4 2023/24 REGIONAL DROUGHT RESILIENCE PLANNING PROGRAM - ROUND 2
Operational Performance Report
Council received and noted the Operational Performance Report for the period 1 July 2024 to 31 December 2024. The report provides updates on progress we’ve made in implementing Council’s Delivery Program and Operational Plan 2024/25.
Two-hundred and forty-eight (92.12%) of the 260 actions within the plan have been reported as “On track” or “Completed”.

Model Meeting Code amendments draft submission
Council endorsed the draft submission to the Office of Local Government’s Model Meeting Code amendments.
The feedback the Office of Local Government receives from local councils across NSW will be used to inform the amendments that are ultimately made to the Model Meeting Code. It is anticipated that the new Model Meeting Code will be prescribed in early 2025.

Gissing Oval amenities upgrade
Councilaccepted the negotiated offer of PCR Building Services PTY Ltd (ABN 99 114 293 677) for upgrade of the amenities at Gissing Oval in Turvey Park for the lump sum of $909,216.84.
Council was successful in securing $500,000 of NSW State Government grant funding under the Female Friendly Community Sport Facilities and Lighting Upgrades Grant Program.
The refurbishment of the existing amenities and the construction of two female friendly change rooms will increase the capacity to host competitions and training at Gissing Oval
The new amenities building would be constructed in the north-west corner of the site (Bluett Crescent and Blamey Street end).
CONF-2 2024-26 GISSING OVAL AMENITIES UPGRADE
Access between Yabtree Road and Sturt Highway
Council authorised the General Manager or delegate to write to the relevant parties confirming that Council will not exercise its compulsory acquisition powers to acquire an access track between private properties, which connects Yabtree Road to the Sturt Highway.
Council also directed the General Manager to work with the parties and endeavour to reach a solution.

Northern Growth Area technical studies
Council accepted the tender of the App Corporation Pty Limited (ABN 29 003 764 770), t/a The APP Group, for the Northern Growth Area Technical Studies and Updated Structure Plan for the lump sum of $872,944, excluding GST.
Wagga Wagga City Council has identified the Northern Growth Area as a key growth area to increase housing delivery in the Wagga Wagga Local Strategic Planning Statement (LSPS).
The Wagga Wagga Northern Growth Area Concept Structure Plan, culminating the extensive work completed to date, will guide the development of future communities planned for the Northern Growth Area and the vision and guiding principles to shape future development.
The technical studies are being undertaken to ensure the Structure Plan is underpinned by a rigorous evidence base.

Sister City activities
Council has endorsed appointing the Mayor and the General Manager to lead a delegation to attend the 2025 Historic Wall Festival in Nördlingen, Germany, from 12 September to 14 September 2025.
While attending the festival, the Mayor and General Manager will continue discussions with an international manufacturing company based in Nördlingen to further explore opportunities for the company to establish itself in Wagga.
Council has also approvedcalling for expressions of interest from community members seeking to participate in the Sister City Working Group.
MM-1 MAYORAL MINUTE - SISTER CITY ACTIVITES
Recission motion – Electricity generating works (solar farms) on agricultural land
Councillors approved a motion to rescind a resolution from the 20 January 2025 Ordinary Meeting and have now resolved to receive a report that outlines the legal avenues available (if any) for Council to protect high-quality agricultural land by explicitly excluding solar energy generation works or any other non-agricultural development from being developed on such land.

Pub, bottle shop and function centre development at Estella
Council has approved DA23/0674 for a new pub, with a bottle shop and function room and associated carparking at 77 Avocet Drive, Estella, (Lot 1485 DP 1294262).
An amendment was made to the motion to allow flexibility in the establishment’s operating hours. The condition being that the initial operating hours be 10am – 3am with a reviewable period of 24 months, after which, if required the operating hours may be reduced to 10am – 1am.
The application was advertised for a period of 14 days from the 28 August – 11 September 2024. Five public submissions were received during the notification period.

Draft Community Strategic Plan to go on public exhibition
Council approved placing the Draft Community Strategic Plan, also known as Wagga Wagga 2050, on public exhibition from Tuesday 11 February to Wednesday 12 March 2025, and invite public submissions during that period.
The draft Community Strategic Plan (CSP) has been developed through strong collaboration and engagement with the community.
While the draft CSP is on public exhibition, the community will be able to make submissions online through Council’s haveyoursay page, via letters, or emails, and will also be able interact with Council at a series of engagement sessions across the city and surrounding villages.
Following the public exhibition period, Council will receive a further report addressing any submission made in respect of the draft plan.

Forest Hill Community Hall report
Council approved proceeding with the development of a concept plan for the proposed Forest Hill Community Hall and Amenities building and approved a budget variation to allow a concept design to be developed.
Council received a report from staff on the progress of constructing a Community Hall to replace the community space lost when the Forest Hill Tennis Courts club house was demolished.
The report provided feedback on the project's next steps, following initial investigations and consultations with the Forest Hill Neighbourhood Network, Housing NSW, the Murra Mia Aboriginal Corporation and the Salvation Army.
Given the condition of the existing amenities, it is proposed to begin a project that would see the demolition of the current amenities block and the construction of a new facility that combines upgraded sportsground amenities with the proposed Community Hall that services both the sporting precinct and broader community needs.
At present, there is no funding allocated to the Forest Hill community amenities planning design or construction.

Council endorsed the General Manager or their delegate to enter into an agreement with Tennis Australia to host the 2025 Tennis Women’s Pro Tour Tournament at the Jim Elphick Tennis Centre in 2025.

Wagga Wagga City Council tree crews and contractors have been working at full capacity to clear the fallen timber and debris from street trees, resulting from the severe storm event on Wednesday 15 January.
The thunderstorm brought heavy rainfall and strong winds, bringing down trees and tree limbs, which damaged buildings, vehicles and some infrastructure in suburban and rural areas across the Wagga Wagga Local Government Area (LGA).
Council has submitted an initial assessment form to the NSW Reconstruction Authority requesting that the LGA be declared a natural disaster area, in line with many other areas of the state that have been declared as such following the same storm event.
Supervisor Tree Planning & Management Andrew Oliver said Council’s focus has been on clearing away the fallen and damaged trees at its facilities, parks and gardens, reserves and along nature strips and roads.
“This is one of the biggest clean-up efforts we’ve had to organise in years in terms of the amount of trees and branches brought down and how widespread the damage was in our LGA,” Mr Oliver said.
“We had our tree crews out straight after the storm in response to calls to Customer Service, clearing street trees from roads and driveways in Central and North Wagga, Kooringal, Lake Albert, Forest Hill and Ashmont, to ensure residents and businesses could access their properties.
“We’ve also brought in contractors to assist with the clean-up, as the tree damage is quite extensive, not just within Wagga Wagga’s suburbs, but out in our villages, in our parks and gardens, and reserves, and along the road verges across our 2300-kilometre road network.”
More than 350 customer service requests for assistance were received in the first week after the storm and more jobs have been coming in over the past seven days, although the rate of requests has substantially slowed.
Council has thanked residents for their patience as the crews and contractors whittle down the long list of requests.
“It’s been a massive task, but we have made big inroads into ticking off those requests, clearing nature strips of the fallen timber from street trees in most of Wagga Wagga’s residential areas and the CBD,” Mr Oliver said.
“We are now getting ready to move out to the surrounding villages and to clean up the roadsides in our rural areas and will also be stepping up our tree safety audits, particularly in areas identified through the clean-up process and customer requests.
“We'll be looking at those trees which have lost limbs or may have been hit by a nearby tree which has fallen in the storm, to assess whether they’ve been structurally compromised and might need to be removed for safety.”

Members of Wagga Wagga and surrounds now have the opportunity to view and provide feedback on the proposed membership packages for what will be the new Wagga Leisure Facility.
At the 28 October 2024 Ordinary Meeting, Council resolved that Bolton Park recreational facilities, including the Jim Elphick Tennis Centre, Wagga Workout Gym, and Oasis Aquatic Centre, will join under the one management model. This will allow community members to tailor a multi-fitness membership to suit their needs.
At the first Council meeting of 2025, Council endorsed a public exhibition period from now until 18 February 2025 for the proposed fees and charges for combined recreation facility memberships.
Once adopted, these fees are proposed to be in place for the remainder of this 2024/25 financial year, and for the 2025/26 financial year.
Council’s Manager – Wagga Leisure Marc Geppert says a key focus of implementing these changes was the opportunity to offer multi-facility memberships.
“The idea is that these membership packages will allow community members to tailor a multi-fitness experience to suit their needs,” Mr Geppert said.
“We’re confident that the combined membership fees are great value for money and are a unique opportunity to evolve existing facilities into a business that offers diverse fitness options.
“The membership packages suit a range of demographics, from youth and adult to concession and family prices. There’s something for everyone.
“Our goal is to assist our community to embrace healthier lifestyle choices and practices. The new memberships will promote access and participation for all sections of the community to a full range of sports and recreational activities, while also maintaining affordability.”
Staff have benchmarked prices against the current fitness industry and considered community feedback in developing the membership options.
The tiered structure allows for an all-inclusive membership with family options and new youth memberships. Community members will be able to customise their membership to meet their fitness and wellbeing goals in an affordable way.

Local residents are encouraged to log a report with Council about any large branches and trees that fell on nature strips during the severe storm event on Wednesday 15 January.
Council is responsible for the clean-up of any fallen timber and debris from street trees and trees located on Council managed land in the Wagga Wagga Local Government Area (LGA).
Director Economy, Business & Workforce Fiona Piltz said residents can assist with the clean-up by logging a request, so Council is aware of where to send clean-up crews and contractors.
"We are encouraging residents to make a service request online through our website or through our Customer Service team here at the Civic Centre, in person or by phone," Ms Piltz said.
"Once we have those details in the system, we can allocate resources to assist those affected householders.
"We’re asking the community to be patient, as it may take some time for Council crews and contractors to clear the debris from the nature strips of all the affected properties due to the amount of damage across the LGA."
A reminder to residents, to help with clean-up efforts following the storm, green waste can be taken to the Gregadoo Waste Management Centre free of charge until Sunday 26 January 2025.
"The waste must have resulted from the storm and come from properties within our LGA," Ms Piltz said. "Anyone delivering green waste to the facility must provide proof of residency.
"We also urge people to be mindful of contamination in any green waste.
"Because there will be increased traffic at the GWMC, resulting in longer wait times at the weighbridge, we ask visitors to be patient and respectful of staff."

Council resolved to receive a report that outlines previous technical studies undertaken in regard to Lake Albert ,and their current relevance. The report will also consider an option to call for a quotes to engage an independent expert scientific report into the causes and possible prevention strategies or treatment solutions to improve the water quality at Lake Albert.

NOM 3 - PROTECTING AGRICULTURAL LAND & LOCAL COMMUNITIES WHILST PLANNING FOR SUSTAINABLE SOLAR DEVELOPMENT
Council approved a Development Application (DA24/0258) for the demolition of an existing dwelling and shed, and subsequent construction of multi-dwelling housing and community title subdivision at 119 Beckwith Street, Wagga Wagga (Lot 9 DP 12198).
The application is for the construction of three, two-storey attached dwellings in the R3- Medium Density Zone, which is permitted with consent.

Council authorised for the General Manager or their delegate to request the transfer of a section of Plumpton Road from the Department of Crown Lands to Council.
Council officers have recently been advised, following enquiries and investigations with the Department of Crown Lands, that a southern portion of Plumpton Road is under the joint management of Council and the Crown.
The land ownership has implications on the Plumpton Road Project and associated intersection upgrades. The transfer of the remainder of the road parcel will ensure that Council can progress the project on schedule.
RP-2 REQUEST TO TRANSFER CROWN ROAD TO COUNCIL – PLUMPTON ROAD.
Council approved the use of the “General sorted construction waste” fee of $165 per tonne for all skip-bin loads brought to the Gregadoo Waste Management Centre (GWMC) until a revised schedule of charges is adopted for the 2025/26 Financial Year.
The need for the use of the fee has been brought about by the identification of inconsistencies in the GWMC fees and charges for skip-bin unloading. In some instances, the “unsorted construction waste” fee is being used, which is a higher fee.
Council will receive a further report regarding the fees and charges for the GWMC as part of the 2025/26 budget process.

Council resolved to place the proposed Wagga Leisure membership packages on public exhibition for a period of 28 days to allow community members to provide feedback.
At the Ordinary Meeting of Council held on 28 October 2024, it was resolved that Council would purchase Workout Wagga Gym and operate the Jim Elphick Tennis Centre and Oasis Aquatic Centre under the one management model called Wagga Leisure.
Fees and charges and individual membership options were then adopted at the Ordinary Meeting of Council held on 16 December 2024, following a public exhibition period.
Fees and charges for combined membership packages will now go on public exhibition. The combined membership options will represent the Oasis Aquatic Centre, Workout Gym and Jim Elphick Tennis Centre. Each of these venues will retain their identity and continue to operate as an individual recreational facility.
Staff have reviewed the current fitness industry and considered community feedback in developing the membership options.

RP-6 - WAGGA RECREATION FACILITY – MEMBERSHIP PACKAGES
Council has appointed three independent external members to the Audit, Risk and Improvement Committee (ARIC).
The Committee was established in 2007 to promote good corporate governance at Council and is a key component of Council’s Governance and Risk Framework. Acting as an independent advisory Committee, it assists Council with its oversight responsibilities and operates in accordance with the current Internal Audit Guidelines for Local Government NSW.
A total of 18 applications were received to fill three vacant independent external member positions. The three selected members have been appointed to the committee for the remainder of the Council term (until 2029).

Council has authorised for the General Manager or their delegate to enter into contracts with three external suppliers for Council plant and vehicle mechanical repairs services.
Council operates a servicing and repair workshop at the Alan Turner Depot and has historically used a mix of Council staff and private contractors to repair and service Council fleet vehicles.
The three suppliers were selected via a Tender process and Council will enter three, one-year contracts with each of the suppliers.
